Dorlhe Davila Mendoza is a youth policy advocate, STEM researcher, engineer, and social entrepreneur whose work bridges public policy, emerging technology, public health, and civic innovation. She is the Founder and President of CivicAct, a rapidly expanding youth led organization dedicated to transforming civic engagement into measurable community impact through advocacy, activism, and public service. Through CivicAct, she has led initiatives spanning environmental justice, AI ethics, public health, democratic participation, and education, collaborating with nonprofit organizations, local governments, universities, and community leaders while mentoring students in launching their own advocacy projects. Committed to advancing evidence based policymaking, Dorlhe serves as an East Valley Health Center Ambassador and along with KGI, where she is leading the development of a comprehensive school based naloxone and fentanyl overdose prevention initiative. She is also a Students Demand Action chapter Leader, Intern with UNA-USA, California Youth Commissions Intern, and serves on multiple youth advisory councils. Her policy experience includes collaborating with congressional offices through the Norma J. Torres Youth Advisory Committee, Representative Lou Correa’s Congressional Leadership Program, and environmental policy initiatives that engage directly with legislators and government officials to advance youth centered and environmental policy solutions. She will also serve this term as a Leader with Plan International USA Academy of Leaders, collaborating with young changemakers to promote children rights and gender equity. Dorlhe’s passion for engineering began early on when she founded Código DaVinci, a robotics and coding club that ultimately reached students across four rural communities in Mexico. Since then, she has completed engineering internships specializing in robotics, mechanical engineering, and computer hardware, conducted interdisciplinary research in artificial intelligence, engineering physics, environmental technologies, and computational ethics.Beyond science and policy, Dorlhe is deeply involved in journalism, diplomacy, and international collaboration. She served in editorial and communications leadership roles across numerous international organizations, including, the International Sustainability Forum, the International Human Rights Review, and the Global Health Advocacy Alliance, helping produce research publications, briefs, and educational resources that have collectively reached readers worldwide. Outside of her policy and engineering work, Dorlhe is an internationally ranked youth mixed martial artist, multilingual language mentor, and lifelong learner whose interests range from philosophy to biomimetic engineering. She aspires to pursue a double major in Political Science and Engineering Physics, with the goal of shaping technology, public policy, combined to address some of the world’s most pressing challenges.
